E3D-Environnement is the project leader of Step by Step and provides the project methodology and the web-based system. E3D produces the behavioral strategy via questionnaires and communication messages and manages the user communities.

Local agencies and city councils (Agència Energètica de la Ribera (AER), Cefalù, Ghent, Warsaw) are in charge of the operational management and logistic support in the selected regions. CESIE will support Cefalù with its activities.

The Centre for European Economic Research (ZEW) and the Research and Innovation Centre Pro-Akademia are in charge of evaluating the impact of the project and analysing patterns of consumption. Results of actions will be measured in terms of behaviour change, financial investments in energy efficient or renewable energy sources products and effective energy savings.

A focused dissemination effort will address city mayors and potential licences companies in order to ensure the future exploitation of these methods on various territories through replication initiatives. Power-Link, UGent, is the communication and dissemination manager of the project.
